What is energy benchmarking?

Do I need ENERGY STAR Certification?
ENERGY STAR Certification is an optional certification that recognizes buildings with superior energy performance compared to similar buildings. ENERGY STAR certified buildings can receive exemptions from city energy audit requirements.

What are the requirements for ENERGY STAR Certification?

Who needs benchmarking in California?
Annual energy benchmarking has been mandated by the state of California for commercial and multifamily buildings. The goal is to track and compare their energy use. Aside from the state mandate, several cities have their own benchmarking requirements that may vary in scope.

Which California cities are exempt from California energy ordinance
The cities which have their own energy benchmarking requirements are exempt from the state reporting requirement including Los Angeles, San Jose, San Francisco, San Diego, Brisbane, Berkeley, and Chula Vista.

What building types are exempt from AB-802?
Some of the exemptions include: Buildings with 1 to 16 residential utility accounts, condominiums, and buildings with more than half of the gross floor area used for scientific experiments requiring controlled environments, or for manufacturing or industrial purposes.

When is the deadline for Los Angeles EBEWE reports?
The deadline for filing benchmarking reports in Los Angeles is June 1. The deadline for filing audit and/or retro-commissioning (A/RCx) reports is December 1. You should start the process early enough to be able to have the reports ready by the deadline. Learn more

How can I get exemption from Energy or Water requirements for EBEWE?
There are some provisions to receive exemptions from EBEWE A/RCx compliance requirements. All applications for exemptions must be certified by, or performed under the supervision of, a licensed professional engineer in California. Learn more

Energy retro-commissioning shall be performed by or under the direct supervision of a California licensed engineer in accordance with ASHRAE Guideline 0.2 and it must include the base building systems.

Which properties are due to report in 2023 in Los Angles?
Benchmarking reports for years 2019-2022 are all due on June 1, 2023. In 2023, buildings whose LADBS ID ends in either 0, 1, 2, 3, 4, or 5, must file their A/RCx report by December 1. Learn more
