Building Energy Compliance Services

A clear path from your compliance notice to the right documentation and next steps

Dena Energy helps commercial, industrial, and multifamily building owners navigate energy and water compliance requirements in Washington, San Jose, and Los Angeles. We review your building’s obligations, evaluate available compliance pathways, and provide the technical analysis and reporting your project needs.

From benchmarking and performance verification to audits, exemption reviews, and energy management plans, our scope is tailored to your building and the applicable program. Request a compliance review to identify your next step.

Washington Clean Buildings Performance Standard (CBPS)

For Washington owners preparing for Tier 1 or Tier 2 compliance, we help turn program requirements into a practical plan for the building and its operations team.

  • Review building coverage, assigned tier, compliance timing, and available pathways.

  • Set up or review ENERGY STAR Portfolio Manager benchmarking and assess data completeness.

  • Develop energy management plans (EMPs) and operations and maintenance (O&M) programs.

  • Evaluate Tier 1 energy performance, audit needs, and potential efficiency measures.

  • Screen exemption eligibility and assist with documentation and application preparation.

Exemptions require approval by the Washington State Department of Commerce. We identify the qualifications and professional services needed for the selected scope.

San Jose Beyond Benchmarking

We help owners evaluate the Performance and Improvement pathways under San Jose’s Energy and Water Building Performance Ordinance. Energy and water can require different pathways for the same building.

  • Review benchmarking data and evaluate energy and water performance criteria.

  • Provide performance verification and supporting reports for qualifying buildings.

  • Conduct energy and water audits and support retro-commissioning or targeted efficiency improvements where appropriate.

  • Review potential exemptions or extensions and prepare supporting documentation.

  • Assist with compliance forms, submission coordination, and responses to review comments.

We assess the available pathways before recommending the work needed for your building.

Los Angeles EBEWE

We support annual benchmarking and the separate Audits and Retro-Commissioning (A/RCx) requirements under Los Angeles’s Existing Buildings Energy & Water Efficiency Program.

  • Review your LADBS Building ID, compliance cycle, and energy and water requirements.

  • Prepare or review ENERGY STAR Portfolio Manager benchmarking data.

  • Evaluate energy and water exemption eligibility before defining an audit or RCx scope.

  • Provide energy and water audits, retro-commissioning services, and applicable California licensed professional review.

  • Prepare compliance documentation and assist with the submission process.

Energy and water eligibility are evaluated separately. An exemption from an A/RCx requirement does not automatically remove annual benchmarking obligations.

What Your Compliance Scope Can Include

We define the deliverables around your program, building condition, and selected pathway. Depending on the engagement, these may include:

  • A review of coverage, compliance notices, deadlines, and available pathways.

  • Benchmarking data review, corrections, and performance analysis.

  • Performance verification, exemption documentation, or an audit report.

  • Energy management and O&M plans, where required.

  • Recommended efficiency measures and an implementation roadmap.

  • Compliance forms, supporting records, and submission assistance.

Your proposal will identify the deliverables, responsibilities, schedule, and fee before work begins.

Start with the Right Pathway

A compliance notice does not necessarily mean that every building needs the same audit or upgrade package. We first evaluate the building’s records, performance, and potential exemptions, then recommend an appropriate scope.

For properties with incomplete utility data, we identify the gaps early. For buildings that need improvements, we can connect compliance work with our energy audit services and performance monitoring to support measurable operating improvements.

Why Work with Dena Energy?

Dena Energy combines engineering analysis with practical experience in commercial, industrial, and multifamily buildings. Our work spans benchmarking, performance verification, energy and water audits, and building operations.

  • Building-specific recommendations: A scope based on your systems, data, and applicable requirements.

  • Clear documentation: Organized analysis and records that support review and future compliance cycles.

  • Practical next steps: Recommendations that account for operating needs and implementation priorities.

We confirm the professional qualifications needed for each engagement. Program administrators make final decisions on exemptions and acceptance of compliance submissions.

Our Process

  1. Review your notice. Share the building address, ID, size, program, and stated deadline.

  2. Assess the records. We review utility data, benchmarking information, and prior reports.

  3. Confirm the scope. We recommend a pathway and provide a proposal with clear deliverables.

  4. Complete the work. We perform the agreed analysis, verification, site assessment, or planning.

  5. Support submission. We organize the documentation and assist with follow-up within the agreed scope.
